When asked at the EXECUTIVE PORTFOLIO HOLDER FOR CHILDREN AND YOUNG PEOPLE meeting held on 31st July 2007 if Bromley Council would use the facility at Atlanta House, Bromley Council stated on record
“It is highly unlikely that Bromley children will be placed in such a facility.”
The Director of Children and Young People’s Services further confirmed that the Authority were planning to increase the number of specialist foster care placements which would reduce the reliance on residential care places. 31 QUESTIONS FROM MEMBERS OF THE PUBLIC ATTENDING THE MEETING
The following question was received from Mr Peter Trott:
"What is the position of the Children's & Young People's Department on whether or not Bromley young people in need of care might be placed in a facility to be run by Precision Care at Atlanta House, Southlands Road, Bromley?"
The Portfolio Holder responded as follows:
“Precision Care are developing proposals to establish a residential provision within Bromley for young people in need. The proposals for Atlanta House, Southlands Road, are therefore a private sector initiative. This new provision has not been commissioned by Bromley’s Children and Young People Department. The application from Precision Care will be subject to consideration by Ofsted within their statutory registration procedures.
Any decisions regarding the placement of Bromley Children and Young People are based on the assessed needs of each individual at the time of commissioning the placement and not on the availability of a specific resource.
As part of our Children and Young People service planning and seeking to continue to meet the need of children in care we are actively increasing the range of specialist foster care placements to reduce the need to place Bromley children in residential care placement.”
Mr Trott asked the following supplementary question:
“As a result of the Portfolio Holder’s response, is it likely that Bromley children will be placed in such a facility?”
The Portfolio Holder responded as follows:
“It is highly unlikely that Bromley children will be placed in such a facility.”
The Director of Children and Young People’s Services further confirmed that the Authority were planning to increase the number of specialist foster care placements which would reduce the reliance on residential care places. Bromley had no requirement or need to purchase any places in a residential setting of this type.
Also see EXECUTIVE PORTFOLIO HOLDER FOR PUBLIC PROTECTION AND SAFETY minutes where Bromley Council when The Director of Adult and Community Services explained for the record that this situation had not been brought about by the Council and was not being proposed to meet the needs of Bromley young people. This was an application by a private company and the Council had very limited control over the situation. |
